Why don't drivers stop and wait for pedestrians to completely cross the street,like the law says?

because drivers need to go back to drivers ed. drivers think that they only need to wait until pedestrians have crossed there lane of traffic. However the law states that drivers are to remain stopped until pedestrians have completely crossed the street
