What does it mean when...?

a guy who I'm in love with and is my best friend....tells me no every time me ask to go over to his house? But he makes me believe that he wants to spend all his time with me...and says every sweet thing imaginable...and gets jealous when I hang out with other guys.....please tell me what this all means....
