How do i turn on my water? What company?

i live in roswell ga an i just moved into a duplex, when i first moved in the water was on but now i have no water at all i turned the lights on in my name but i dont know what company to call to turn on the water .. the lights i call Georia power idk about the water help please i cant live like this..
