My fluorescent light buzzes very loudly and the brightness of the tube fluctuates. What's happening?

The ballast that regulates the current to the fluorescent light could be going out. Or, the bulb itself could be getting ready to go. Replace the fluorescent bulb - if the new one acts normally then you know it was the bulb. Good luck.
