Moe homecoming help please?

I'd go with a strapless or a halter. Um for the hair, I'm not really sure, the pic is a little dark so I can't really tell, but it looks like a french twist to me. I did my hair like that for formal last year, and it was adorable. So I'd go for it, and I lovee the dress!!
